This paper analyzes efficiency and profitability in the Swiss banking sector over the period 1997-2019. We find strong evidence for scale economies: for most banks in the sample, efficiency and profitability increase with bank size. Using an instrumental variables strategy for a subset of geographically restrained banks, we find that the effect of size on efficiency and profitability is likely causal. Scale economies have been more pronounced since 2010 than in the years prior to the global financial crisis. There is little evidence for scale economies for the largest (systemically important) banks; their relatively lower efficiency and lower profitability appear driven by certain aspects of their business model. Our results further indicate that good capitalization and high efficiency and profitability are compatible.
Le président de la Confédération Guy Parmelin a informé le Conseil fédéral le 25 août de la décision dont lui a fait part Marie-Gabrielle Ineichen-Fleisch de quitter ses fonctions de secrétaire d’État au 31 juillet 2022. Une commission de sélection sera instituée pour sa succession.
Das modernisierte Freihandelsabkommen (FHA) zwischen den Ländern der Euro-päischen Freihandelszone (EFTA) und der Türkei tritt am 1. Oktober 2021 in Kraft. Entsprechend hat der Bundesrat am 25. August 2021 die notwendige Verordnungs-änderung zur Umsetzung der im FHA vorgesehenen Zollkonzessionen beschlossen. Mit dem modernisierten Abkommen soll der Handel zwischen den EFTA-Ländern und der Türkei weiter ausgebaut werden. Es ersetzt das bestehende FHA, das seit 1992 in Kraft ist.
Der Bundesrat hat am 25. August 2021 die Eckwerte einer Kontrolle von ausländischen Investitionen bestimmt. Die Vernehmlassungsvorlage dazu wird voraussichtlich Ende März 2022 vorliegen. Mit der Vorlage soll die Motion Rieder «Schutz der Schweizer Wirtschaft durch Investitionskontrollen» (18.3021) umgesetzt werden. Der Bundesrat hat sich bisher gegen die Einführung einer Investitionskontrolle ausgesprochen: Gemäss seiner Beurteilung ist das Kosten-Nutzen-Verhältnis ungünstig und das bestehende Regelwerk ausreichend.
Bundespräsident Guy Parmelin hat am 25. August den Bundesrat informiert, dass sich Staatssekretärin Marie-Gabrielle Ineichen-Fleisch entschieden hat, auf den 31. Juli 2022 zurückzutreten. Für die Nachfolge wird eine Findungskommission eingesetzt.
L’accord de libre-échange (ALE) modernisé entre les États de l’Association européenne de libre-échange (AELE) et la Turquie entre en vigueur le 1er octobre 2021. Dans cette perspective, le Conseil fédéral a arrêté, le 25 août 2021, la modification d’ordonnance nécessaire pour mettre en œuvre les concessions tarifaires prévues par l’accord. Cet accord modernisé a pour objectif de compléter les échanges commerciaux entre les États de l’AELE et la Turquie. Il remplace l’ALE existant, qui était en vigueur depuis 1992.
Le 25 août 2021, le Conseil fédéral a fixé les grandes lignes d’un contrôle des investissements étrangers. Le projet sera normalement mis en consultation fin mars 2022. Il vise à mettre en œuvre la motion 18.3021 Rieder « Protéger l’économie suisse en contrôlant les investissements ». Jusqu’à présent, le Conseil fédéral s’est prononcé contre l’introduction d’un contrôle des investissements, estimant le rapport coût-utilité défavorable et la réglementation en vigueur suffisante.
