This article is based on a paper prepared for the international seminar "Operationalizing the Concept of Gross National Happiness" in Thimphu, Bhutan, Feb. 18-20, 2004.
It argues that happiness provides an especially promising perspective to approach the challenge of development facing Bhutan and other countries, even though happiness needs to be complemented by principles of justice in order to serve as a policy objective.
