The doctrine of state succession requires that governments honor the international commitments of their predecessors. Even if a dictator borrows to oppress his own citizens, future generations are required to service the debts and commitments contracted by the dictator. This paper starts by briefly describing possible exceptions to this doctrine by focusing on war and hostile debts. Next, the paper reviews the literature on odious debt and discusses two proposals that could address this issue by using domestic legal principles.
Financial markets reacted with a vengeance to the COVID-19 pandemic. We argue that while the spread of the pandemic is statistically significant in explaining changes to bond spreads, it has little additional explanatory power over variables that capture financial stress. Financial markets reacted as in any international financial crisis by penalizing emerging economies exposing existing vulnerabilities. This finding highlights the need for credible, but flexible, sovereign currencies and the need to build up liquidity reserves.
Die Jahresrechnung 2020 der Arbeitslosenversicherung (ALV) konnte mit einem Überschuss von 145 Millionen Franken abschliessen und schuldenfrei bleiben. Dies ist darauf zurückzuführen, dass der Bund die in historischem Ausmass angestiegene Kurzarbeitsentschädigung (KAE) aus der Covid-19-Krise übernommen hat. Im Jahr 2021 wird die ALV durch die andauernde Covid-19-Krise vor weitere Herausforderungen gestellt. Auch wenn der Bund wiederum die KAE übernimmt, ist eine erneute Verschuldung absehbar.
Registrierte Arbeitslosigkeit im März 2021 - Gemäss den Erhebungen des Staatssekretariats für Wirtschaft (SECO) waren Ende März 2021 157’968 Arbeitslose bei den Regionalen Arbeitsvermittlungszentren (RAV) eingeschrieben, 9’985 weniger als im Vormonat. Die Arbeitslosenquote sank damit von 3,6% im Februar 2021 auf 3,4% im Berichtsmonat. Gegenüber dem Vorjahresmonat erhöhte sich die Arbeitslosigkeit um 22’344 Personen (+16,5%).
L’assurance-chômage (AC) a bouclé ses comptes annuels 2020 avec un excédent de 145 millions de francs et reste donc exempte de dette. Cette situation résulte de la prise en charge par la Confédération du coût historiquement élevé des indemnités en cas de réduction de l’horaire de travail (RHT) versées pendant la crise du coronavirus. Cette crise perdurant, l’AC sera confrontée à de nouveaux défis en 2021. Même si la Confédération prend à nouveau à sa charge le coût des indemnités en cas de RHT versées en 2021, un nouvel endettement de l’AC est à prévoir.

Le taux de chômage a diminué, passant de 3,6% en février 2021 à 3,4% pendant le mois sous revue. Le chômage a augmenté de 22’344 personnes (+16,5%) par rapport au mois correspondant de l'année précédente.
Prof. Dr. Hermann Garbers ist am 30. März 2021 im Alter von 81 Jahren verstorben. Er war von 1975 bis 2005 ordentlicher Professor für Ökonometrie und mathematische Statistik am Institut für Empirische Wirtschaftsforschung der Universität Zürich, das er zeitweise auch leitete.
