Nach der negativ ausgefallenen Referendumsabstimmung über einen Beitritt der Schweiz zum Europäischen Wirtschaftsraum (EWR) Ende 1992 entschied sich die Bundesregierung, die Beziehungen zwischen der Schweizerischen Eidgenossenschaft und der Europäischen Union auf bilateraler Ebene weiterzuführen.
La thèse vérifie l'hypothèse suivante: dans l'Europe de l'après-guerre froide, les intérêts géopolitiques des Etats - incluant des préoccupations aussi bien économiques, culturelles, historiques, politiques que sécuritaires - continuent à inciter les Etats à former des sphères d'influence. Se basant sur les hypothèses néo-réalistes, la thèse démontre que les Etats, particulièrement les grands, visent à renforcer leur zone d'influence respective en cherchant à défendre leur intérêt national. Ainsi, en prenant en considération les intérêts et préférences des différents acteurs, la thèse étudie les diverses aires géopolitiques de l'Europe ainsi que les coalitions potentielles entre Etats. En effet, en mettant l'accent avant tout sur la variante défensive du néo-réalisme, la thèse s'est également concentrée sur les possibilités de coopération. La sécurité étant, d'après les néo-réalistes défensifs, le but fondamental, les Etats peuvent atteindre leurs intérêts sécuritaires en coopérant, soit à travers des organisations internationales ou sur une base bilatérale et/ou multilatérale.
The Water-Energy-Land Use-Ecosystems Nexus Methodology for Transboundary Basins has been developed specifically for shared water bodies, to assess intersectoral linkages, trade-offs and benefits. It has been developed under the United Nations Economic Commission for Europe (UNECE) Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) to assess a representative set of transboundary basins in the pan-European region and beyond as part of the Water Convention's Work Programme 2013-2015. A methodology for assessing the water-food-energy-ecosystems nexus in transboundary settings has been developed, including a governance component. These will develop and get refined upon application to different basins. The process has initiated an intersectoral dialogue in some basins to also look at the institutional framework and functioning of intersectoral governance. A broader understanding of benefits of transboundary coordination and cooperation and functioning of governance is expected to emerge.
This chapter exposes exaggerations and sometimes even the objectives errors which have appeared in the 'dissociative approach' : those researchers who have wrongly predicted a dislocation of the transatlantic link after the end of the Cold War. This study mainly analyses the reasoning which led to affirm that NATO was condemned to disappeart, that the Uruguay Round agreement would never be concluded,and that the US were commited to torpedo both European Singlem Market and the Single Currency.
The chapter attempts to present the case for EU enlargement for reasons of security, using an adapted use of the Karl Deutsch concept of "community of security", as well as a dose of realism. The author also argues that EU enlargement has something to do with the perception of a Russian threat as well as to balancing a possible German hegemony.
Cet article souligne les principaux paradoxes de la Belgique dans sa politique européenne : la politique européenne belge est la plus engagées parmi les Etats membres, alors que sa politique intérieure est relativement pragmatique; le gouvernement belge est l'un de plus autonomes d'Europe, alors qu'il est le plus dépendant de veto internes; la Belgique a une attitude assez idéaliste et pourtant sa posture géostratégique reste relativement réaliste.
Seit dem Ende des Kalten Kriegs hat sich die Schweiz deutlich der internationalen Gemeinschaft angenähert, ist aber weiterhin als Sonderfall in Erscheinung getreten: Auf der einen Seite trat sie der Uno bei und entsendet Soldaten zu Auslandeinsätzen. Auf der anderen Seite wird ihre Position auf dem internationalen Parkett immer einsamer. Die Schweiz ist der letzte Staat unseres Kontinents, der weder der Nato noch der EU angehört. Sie steuert proportional am wenigsten zu den internationalen Einsätzen zur Friedenserhaltung bei und hält an der allgemeinen Wehrpflicht fest. Ihr Neutralitätsverständnis ist restriktiver als das anderer Staaten und wirtschaftlich grenzt sie sich durch Freihandelsabkommen mit asiatischen Ländern und Bankgeheimnis ab. By examining the case of Switzerland we observed that direct democracy can help develop a public sphere for diversified populations. The European Union could follow this example to develop a greater feeling of identity and legitimacy of its own. Based on our analysis of the advantages and disadvantages of direct democracy, we suggest an optional legislative referendum be promoted on a European level. We find this preferable to a “constitutional” referendum, to a “constitutional” initiative or to a legislative initiative. It is more in keeping with the hybrid nature of EU institutions, which characteristically lack a true European demos.
